What This Is
The Human Credit System is a policy research and concept development project exploring a market-based framework for navigating the economic disruption caused by artificial intelligence and automation.
The core thesis: AI will displace American workers in massive numbers over the coming years, creating simultaneous collapses in income, consumption, and the tax base. Neither expanded government programs nor pure Universal Basic Income can meet this challenge. The Human Credit System proposes a fundamentally different approach — one that aligns conservative and progressive objectives through the same mechanism.

Carl Downs
Carl is a software architect and technologist based in Austin, Texas with over 30 years of experience building enterprise systems. He holds Oracle Cloud Infrastructure certifications and a US patent in database architecture.
Watching AI transform the industry he's spent a career in, Carl began researching the economic implications — and found that existing policy proposals fell short. The Human Credit System emerged from that research: a framework that channels market forces toward human well-being rather than relying on government redistribution alone.
